BBL+ RULES FOR SEASON 2023/24

I. GENERAL PROVISIONS

1. The rules of these Regulations are applicable to all city and national championships for veterans. For the sake of convenience in this Regulation, competitors are referred to only in the masculine gender, but all provisions apply accordingly to female competitors.

2. The main purpose of the championship is to organize competitive basketball games between the teams in the non-professional leagues for veterans in Bulgaria and to broadcast the champion of the country for non-professionals among them.

3. Championships are held with the participation of no less than 4 teams for women and 6 teams for men.

II. NATIONAL AND REGIONAL CHAMPIONSHIPS

4. National and regional championships are organized on the principle of championships and tournaments, each against each, which is determined by the organizers before the beginning of the sports-competitive year. A mandatory Technical Conference is held before each championship.

5. When tournaments are held, they last in days according to the number of participants.

III. OFFICIAL BODIES OF THE CHAMPIONSHIPS

6. The official governing bodies of the championships and tournaments are:

6.1. Organizing Committee,

6.2. The official bodies of the Regional Representatives,

6.3. The Technical Committee of the Organizers

6.4. The Disciplinary Committee of the Organizers.

IV. PLACE AND TIME OF HELD

7. Championship meetings are held in sports halls designated by the Organizers at the suggestion of the participating teams. The main halls for the city of Sofia are planned to be used: "Triaditsa", "Overgaz", and other halls if necessary and possible. At the proposal of the teams, other halls may be approved.

8. The program for holding the meetings is drawn up based on the submitted requests until 11/10/2023 and is approved during the technical conference on 11/15/2023. The program is sent by e-mail to the managers by 11/17/2023 of the teams and is published on the BBF and BBL websites.

9. In cases of a request to reschedule a meeting and/or change the starting time, the team sends a reasoned written proposal by e-mail at least two days before the meeting. Proposals made outside this period will not be considered.

10. Postponement of a meeting due to illness is accepted in the event of an officially declared epidemic of HEI in the settlement.

11. When a request for a change in the program is registered by a team, on the date of the request to reschedule a meeting, the change must be agreed with the other team and its written consent must be obtained by e-mail ( bbobasketball@gmail.com ). In the absence of agreement, the date and time of the meeting shall be determined by the Organizers.

12. When both teams have previously agreed and specified the date and time of rescheduling a given meeting, the change can be made 1 (one) day before the meeting. The Organizers are notified of the agreement reached.

13. Basketball halls must be equipped according to the Official FIBA Rules (Basketball Rules) with functional technical equipment.

14. Meetings start at 9:15 p.m. on weekdays (Tuesday, Wednesday, Thursday and Friday), and on Saturdays at 1:30 p.m., 3:00 p.m. and 4:30 p.m. The organizers reserve the right to change the program of dates and times at the request of the teams or if necessary.

15. All matches are conducted according to the Official FIBA Basketball Rules, effective from October 1, 2022 and according to the Official FIBA Interpretations and the translation made by the BFF, effective from February 1, 2023. The same can be found on the BF§"Basketball" website. In the event of changes to basketball rules, teams will be notified of the effective date of the changes.

V. RIGHT TO PARTICIPATE

16. The right to participate in the National Championship for veterans, women and men - have teams that have submitted a written request, as follows:

17. Until 10.11.2023. teams send by e-mail (bbobasketball@gmail.com ) application form for participation. The request must be signed by a person who has the right to represent the club, contain information about the competitors, the contact person and E-mail for official correspondence;

18. During the technical conference, the teams should pay a participation deposit of BGN 200;

19. For each match of the championship, the representative teams must submit a list of carded competitors minimum 8 and maximum 12.

20. On the official team kits front and back there must be a competition number that meets the requirements of FIBA Europe, - from 0 to 99

VI. AGE CATEGORIES, AGE OF PLAYERS

21. The Regional and National Championships are held in the following categories:

Women: 35, 40, 45, 50, 55, 60 and 65 and over

Men: 40, 45, 50, 55, 60, 65, 70 and 75 and over

22. New categories may be added in the future

23. Players must be of the age regulated by their category or reach it in the year of the championship. Players cannot participate in a higher category.

23.1. Men of eligible age in the 50+ and 55+ categories and women of eligible age in the 45+ and 50+ categories may participate in junior categories up to two levels lower. (For example, players in the 50+ age category can participate in the 45+ and 40+ categories, but not in the 35+

23.2. Men of eligible age in 75+, 70+, 65+, 60+, 55+ and women of eligible age in 60+, 55+ and 50+ categories may participate in junior categories up to one level lower. (For example, players in the 60+ age category can only participate in the 55+ category)

VII. NUMBER OF TEAMS IN A CATEGORY

24. The minimum number of teams to form a category is three.

25. If there are less than four teams in a category, they must/may play against teams from the lower category. For the final ranking, if there are at least two teams from one category, they must play a first place final against teams from their category. Teams will only receive the appropriate medals based on their ranking in their category.

26. Each team/club can register more than one team in a category. They should be identified as A, B, etc.

VIII. FINAL BETWEEN TEAMS

27. It is not permissible for a TEAM to receive a prize for 1st and 2nd place in the same category

27.1. If more than one team participates in one category, they must play elimination matches so that only one team will qualify for the semi-finals.

27.2. If more than one team from a club qualifies for the semi-finals, the championship schedule must provide for mandatory knockout matches between them.

28. The registered teams in all categories are arranged in the required number of qualification groups, in accordance with the official schedule of the championship, after draws conducted by the authorized bodies.

28.1. Each team must participate in a qualifying group. If there are more than two groups in a category, the winner of one group plays against the runner-up team from another group. The winners of the semi-finals play for first place and the losers for third place.

28.2. If there are two teams from the same club between the four semi-finalists, they must play each other in accordance with the group they are in and their ranking.

28.3. Teams requiring changes to the official schedule of the championship may contact the Organizers only in cases of: force majeure or medical prohibitions. The change request must be submitted in writing to the Organizing Committee no less than ten (10) days before the start of the championship. After this date, no changes will be made for any reason.

IX. PARTICIPANTS

29. Participants are: all players, delegates, leaders of delegations, coaches, support staff, referees, statisticians, journalists, registered attendants, the organizers of the event, staff and representatives of the Organizers, etc. Support staff means all those official team members who are not players, coaches or delegates.

X. DIPLOMAS

30. The Organizing Committee distributes certificates of participation, signed by the President of the Organizing Committee, to the President of the BSE and/or the President of the Regional Committee.

XI. AUDIENCE

31. Each team, during the meetings, can and it is desirable to have its audience, fans and supporters.

XII. CARTOGRAPHING

32. Player registration is done in two transfer periods:

32.1. First period: before the beginning of the sports and competition year, when an unlimited number of competitors can be carded on a certain day and time, stated in writing in advance by each TEAM to the Organizers;

32.2. Second period: after the beginning of the sports competition year until the first meeting of the respective team of the second half of the season for the respective championship, when an unlimited number of players can be carded, regardless of whether they took part in the current championship or not. In the event that a club postpones its first match of the second half of the season to a later date, the carding deadline shall be the date set out in the Second Half Season Start Programme.

33. A competitor cannot be carded consecutively in more than two clubs in one sports-competition year;

34. Each team must register a minimum of 10 competitors. They must have reached the age of 40 in the year of registration and must not be included in representative teams for amateurs and/or professionals.

35. Competitors who are not carded in the NBL and/or BBL championships have the right to be carded for participation in the veteran league.

36. Where a player is carded for league participation and then carded in a men's or women's BBL and/or overseas championship, he is ineligible to take part in his team's matches until the end of the sporting competition season. In this case, the team to which this player was carded has the right to card a new player in his place, but this can happen during the second transfer period.

XIII. DOCUMENTS FOR COMPETITORS AND COACHES

37. In order for the players of a given team to be carded for participation in the championship/tournament, it is necessary for the team leader to submit to the Organizers a list by e-mail (bbobasketball@gmail.com) containing:

– Identity card data (the three names, date of birth, place of birth);

– A scanned copy of a Medical Certificate issued by a legally competent doctor, clearly stating that the doctor allows the athlete to participate in veteran basketball meetings;

– Photo in digital format (jpeg)

38. The manager of each team must submit to the Organizers the form with the list of registered competitors and pay the fee for the registration of the competitors of his team during the technical conference.

39. After the end of the first stage of the championship, each team has the right to register up to 5 new players for the team.

XIV. CARDING FEES

40. A TEAM owes a card registration fee in the amount of BGN 20 (twenty) per competitor and coach.

41. Each team must make a deposit of BGN 200 no later than 5 days after confirmation of the program for the championship. The deposit is refunded to the team before the start of its last match of the championship. Amounts may be deducted from the deposit (for example for unpaid fines) upon written notification to the team or upon its (the team's) written declaration of intent.

XV. PLAYERS

42. A player who has participated in one team/club will not be allowed to play for another team in the sports year/championship of one category.

43. Participation in the championships/tournaments is allowed for anyone who:

43.1. is of the appropriate age or reaches the age during the year of the championship, in accordance with Article ..,

43.2. has proven his/her age with documents issued by the relevant authorities before the start of the championship (identity card,)

43.3. is registered in the "Team list" of the respective team before the start of the championship,

43.4. has paid the registration fee

43.5. has declared his state of health/fitness and has signed the declaration of waiver of claims or legal actions in case of health problems

XVI. DELEGATES

44. The teams appoint a representative who represents them before the organizers. He is:

44.1. the representative and for media relations,

44.2. the person responsible for all formalities and the presentation of the "Team List" to the organizers on time,

44.3. the person responsible to submit/confirm the age and date of birth of the players.

44.4. The representative is the only one who can make changes and add players to the "Team Roster".

XVII. TEAM LIST

45. The team list of each team participating in championships and tournaments must be completed online, sent by e-mail or mail to the Organizing Committee one day before the meeting. The team list for the tournaments should be sent at least three days before the announced date for the tournament.

45.1. The team list must necessarily include for each player the date of birth and the number of the identity card issued by the relevant authorities.

45.2. The team list must be filled by the minimum allowed for the category, no more than 14 players in the respective category

45.3. For Men's 40+, 45+ and 50+ and Women's 30+, 35+, 40+ and 45+ categories, the Team List must contain no less than 10 competitors.

45.4. For Men's 55+, 60+, 65+, 70+ and 75+ and Women's 50+, 55+, 60+ and 65+ categories, the Team List must contain no less than 12 competitors.

45.5. A team with a roster of fewer than 15 players is permitted to include a coach, doctor, physiotherapist and representative until the maximum number of 15 members is filled.

XVIII. RESERVE BENCH AND RESERVED SEATS

46. Up to 12 seats are provided in the team bench area, which can only be occupied by members of the team: head coach, trainer, team manager or attendant, doctor, statistician and up to seven regular reserve players recorded in the competition protocol . The head coach of the team is responsible for the persons who took places on the bench.

XIX. CHANGES

47. Any changes to the "Team Lists" within the framework of these rules are allowed during registration and before the deadline for completion and.

47.1. The "Team Lists" cannot be changed or supplemented after this moment.

XX. HEALTH CONDITION AND DECLARATION

48. At the time of registration, the team representatives must present to the Organizing Committee the identity documents of each team member, a medical examination document, as well as the declaration of waiver of claims.

XXI. CERTIFICATE OF PARTICIPATION

49. Each participant may request from the Organizing Committee a certificate certifying his/her participation for the entire period of the championship.

XXII. PLAYING TEAM/JERSEYS

50. At the time of registration, each delegate must provide the Organizers with information on the colors of the mandatory two sets of kits, one light and one dark.

51. Thirty (30) minutes before the start of each match, a team representative must provide the referee's table with a list of the names of the 12 players and their jersey numbers for that match.

52. Задължително е всеки отбор да има два екипа – един в светъл и един в тъмен цвят. На екипите трябва да има номера, поставени според изискванията на FIBA, като е позволено за номера да се ползват 0, 00 и всички цели числа от 1 до 99. БК не е длъжен да постави върху официалния състезателен екип на отбора логото на ББЛ. Забранено е върху официалния състезателен екип на БК да бъде поставяно лого на други лиги.

XXIII. CHAMPIONSHIP/ TOURNAMENT TECHNICAL CONFERENCES

53. The Organizing Committee must ensure a Technical Conference, with mandatory attendance for all team representatives, before the start of the championship/tournament.

54. Information about the date of the Technical Conference must be announced at least 20 days before the start of the sports competition year/tournament.

55. The following information must be provided during the Technical Conference:

55.1. Information about the location of sports facilities, schedule of meetings, rules of tournaments and games, refereeing, statistics, holiday celebrations, ceremonies, useful information, etc.

55.2. Schedule of matches during the championship

55.3. No changes can be made to schedules, dates and event calendars after the Technical Conference.

XIV. TREATMENT OF MATTERS OF A GENERAL NATURE

56. After the conclusion of the Technical Conference, it is possible to discuss and take into account issues that can contribute to the development and improvement of the organization of the championships/tournaments.

XXV. JUDICIAL SERVICE

57. All sums for the fees of judges, chief judges and secretaries for the whole day of competition shall be handed over to the chief judge before the commencement of the day's meetings.

XXVI. SECRETARIAT AND STATISTICS

58. The organizers provide a secretarial apparatus from persons approved by the Refereeing Commission of BF Basketball and possessing a license card for the secretarial apparatus: If necessary, the Organizers can use a secretarial apparatus according to a list previously approved before the start of the season.

The activity of the secretarial apparatus and the strict performance of their duties is controlled by the representative on duty at the meeting.

59. BC-host of a tournament from the interregional championships must use a secretarial apparatus, which consists of secretaries, not related in any way to the teams participating in the meeting;

60. The activity of the secretarial apparatus and the strict performance of its duties is controlled by the representative on duty or the chief judge of the tournament.

61. Computer statistics are kept for the matches by 2 statisticians per match with statistical software provided free of charge by BFBasketball.

XXVI. STATISTICS

62. Provided if possible kcopy of the statistical protocol in triplicate after the completion of the meeting - one each for the commissioner of the meeting and for the participating teams.

63. The statistical data are published after the end of the meeting on the BSE and BBL websites.

XXVII. ANNOUNCER AND SOUNDBREAKER

64. During a meeting of the State Championships, the radio equipment in the hall may only be used by the appointed announcer for current information of the audience;

65. The informant has no right during the periods and intervals of the game /including when the game is stopped/ to make calls, make evaluations of referee decisions or the behavior of officials, competitors and others.

XXVIII. DUTY DOCTOR

66. A doctor of a team participating in the same competition may not be appointed as a doctor on duty at the competition.

67. In case of non-appearance of the doctor on duty appointed by order, the meeting cannot start.

68. Before the start of each meeting, each competitor submits a model Declaration of Participation, filled in and signed by the competitor (and for competitors under 18 years of age, a model declaration of participation, filled in and signed by the parents);

69. The appointed doctors on duty check the medical examinations of the participants in the competition, including the judges, which must be carried out according to the requirements of Ordinance No. 8 of 18.03.2005 of the Ministry of Health.

XXIX. SECURITY

70. At the request of one of the teams for a given match, the appointment of security may be requested. The request is sent one week before the start of the meeting, specifying the type and number of security guards. The cost of assigned security shall be borne by the team(s) requesting its assignment.

XXX. CAPTURE THE MEETING ON DVD

71. If possible and at the request of the teams, the Organizers provide a recording of the meeting. 

72. Each team has the right to organize its own team to record the match, and the recording can be used only for club purposes or to provide to the organizers.

73. The organizers can use any recording of a given meeting when a contestation is filed and/or in case of disciplinary actions, reflected by dej. representative (chief judge) at the meeting.

XXXI. ADMINISTRATIVE REQUIREMENTS AND PROCEDURES VERIFICATION OF DOCUMENTS BEFORE THE MEETING

74. In order to hold the meetings, BC is obliged to provide the secretarial table at the latest 30 minutes before the start time of the meeting:

74.1. the official representatives of the participating teams for the presentation of the team sheet, competition cards, team list of the licensed competitors and the documents for periodic and pre-competition review;

74.2. the doctor on duty to present an order - an appointment which until the end of the meeting remains available to the commissioner of the meeting and to check the documents for periodic and pre-competition examination.

74.3. Declarations (one for the entire team on a sample basis) from all competitors included in the start list.

XXXII. REPRESENTATIVE ON DUTY

75. The duty representative of the championship (chief judge of a tournament) is appointed by the Organizers in his capacity of:

75.1. Representative on duty for each championship/tournament meeting,

75.2. Coordinator of referees and statistics,

75.3. Chief referee during the tournament,

75.4. Referee Evaluator (duty representative, head tournament referee)

75.5. Authorized to send reports and proposals to the Disciplinary Commission.

76. It is his responsibility to attend the Technical Conference and all other meetings during the championship when and where the presence of the representative on duty is necessary.

77. To send information about technical violations and disqualifications to the Disciplinary Commission.

78. The organizing committee provides the necessary number of statisticians,

79. The organizing committee annually determines a list of judges that it will use during the championship(s).

XXXIII. NON-STARTED OR UNFINISHED MEETING

80. An unstarted or unfinished match due to imposed objective reasons, if it cannot start or resume up to 30 minutes after the announced start time or interruption, is held or played over under conditions and start time determined by the Organizers. 

81. A meeting that has not started due to the non-appearance of a doctor on duty can only be held if a legally competent doctor appears within 30 minutes after the announced start time of the meeting.

XXXIV. FAILURE OF REFEREES OR COMMISSIONER TO APPEAR AT MEETING

82. In cases where the appointed deputy representative does not appear at the meeting, the senior judge appoints his deputy from among the competent commissioners of BF Basketball present in the hall or takes over his functions in the absence of one.

83. In case of non-appearance of one of the appointed judges at a meeting, the attending judge decides whether the meeting should be led only by him or to appoint one of those present in the courtroom with legal capacity, licensed for the relevant group of judges.

84. If the appointed judges do not appear, the commissioner of the meeting shall, if possible, appoint competent, licensed judges for the relevant group of judges.

85. When the appointed commissioner and judges do not appear in the hall - the meeting is rescheduled.

XXXV. OFFICIAL LOSS

86. Official loss of a meeting is awarded:

86.1. based on Art. 20 of the Official Competition Rules;

86.2. when an irregular competitor and/or a competitor with suspended competition rights is included in a game;

86.3. in case of failure to implement a decision of the Organizers;.

86.4. to a team that refuses to play after being ordered by the senior referee;

86.5. according to Art. 21 of the BFF competition regulations – if a team is left with less than two players on the field ready to play;

87. A team that has suffered a third official loss, due to non-appearance or leaving a meeting, ceases its participation in the championship, occupying the last place and forfeiting the entire participation deposit.

88. If a team ceases participation in the CHAMPIONSHIP during the first half-season of the championship – the results achieved are cancelled.

89. If a team ceases to participate in the CHAMPIONSHIP during the second half of the championship, the results achieved in the first half of the season shall be preserved, and for all its matches from the second half of the championship, forfeits shall be awarded.

90. In cases where a team participating in a match under the "Play-off" system up to 2 wins from 3 matches is awarded an official loss - the team ceases to participate in the next rounds, and the series of matches is interrupted in favor of the other team. This provision also applies to "Play-offs" up to 3 wins out of 5 matches, but only if the official loss is awarded for the non-appearance of a team and/or when a team is removed from the game. A team that has lost a series of "Playoffs" due to non-appearance or leaving a meeting, has no right to participate in the next round of the stage.

91. All meetings have the following results:

91.1. a) Two points (2): To win;

91.2. One point (1): For loss;

92. Zero points (0) are awarded to the team that failed to appear on time in the hall or that leaves the meeting and in the event of an official loss

93. Each team may play no more than one match per day.

94. No team may play two consecutive games/matches less than 20 hours apart

95. During the qualifications, one hour and forty-five minutes shall be allowed between the meetings, and during the finals, two hours per meeting.

XXXVI. FINAL RANKING

96. The final ranking of the teams in the National Championship is carried out as follows:

96.1. The winners of the individual championships in the country participate in a final tournament. The place and time of the final tournament will be announced by the end of MARCH at the latest. The team that ranks first is declared the national veteran champion for the respective sport-competition year.

XXXVII. CONTESTATIONS

97. Filing and consideration of contestations is carried out in compliance with the requirements of the Official Competition Rules. When a team considers that the referee's decisions during the meeting were contrary to the basketball rules and seriously damaged the team, that team may submit a contest after the end of the meeting, but before the protocol is signed by the senior referee.

98. While reserving the right to contest, the team captain is obliged, in the presence of the senior judge and the meeting commissioner, to sign in the place designated for this in the official competition protocol and to mark the exact time of his signature;

99. A receipt for a fee of BGN 50 paid to the representative on duty is attached to the appeal.

100. If the appeal is resolved positively, the fee paid is refunded.

101. Contestations are considered by the Sports and Technical Commission.

102. In order for the contestation to be accepted:

102.1. The captain of the team who wants to submit a contestation declares his decision immediately after the meeting of the representative on duty or the senior referee, after which, but not later than 15 minutes after the last referee's signal, he signs the designated place in the protocol.

102.2. Within 20 minutes after the signing of the captain's signature, the team leader confirms in writing the team's desire to file a contestation and deposit a guarantee in the amount of BGN 50.

102.3. Within 40 minutes of the captain's signature, the team manager shall submit the objection in writing detailing all the reasons for the objection.

103. When a team finds that during the match an unregistered athlete played for the opposing team, that team can submit a complaint to the Sports and Technical Commission. If such a contestation is upheld by the Commission, in addition to the return of the guarantee to the team, he wins the match ex officio.

XXXVIII. CHAMPIONSHIP AWARDS

104. The organizers present the following prizes to the participants:

104.1. Bronze medal for third place and certificate for fourth place

104.2. Gold medal for first place and silver medal for second place.

104.3. Up to 15 medals are planned for each team from the final three.

104.4. Each team ranked first to third in each category receives a cup

XXXIX. FINALS/MATCHES

105. In all cases finals must be played in all categories

106. The final ranking of the teams in the National Championship is carried out as follows:

106.1. The winners of the individual championships in the country participate in a final tournament. The place and time of the final tournament will be announced by the end of MARCH at the latest. The team that ranks first is declared the national veteran champion for the respective sport-competition year.

XXXXI. TIE RESULTS

107. In case of tied results between two, three or more teams, the classification is made according to the basketball regulations.:

XXXXII. GAME RULES

108. All rules not expressly modified herein shall be interpreted and applied in accordance with the applicable Official Basketball Rules approved by FIBA

109. Matches shall be played in two (2) halves of 20 minutes each, divided into four (4) quarters of 10 minutes each.

110. There must be a 2-minute break between the first and second quarter and between the third and fourth quarter. There must be a mandatory 10-minute break between the first and second halves, i.e. between the second and third quarters.

111. The first quarter begins with a contested ball in the center circle of the court. In the remaining parts, the rule of alternate possession of the ball is followed.

XXXIII. INTERRUPTION

112. Each team may request two timeouts for the first half and three for the second half

113. Each overtime shall include one time-out for each team.

XXXXIV. TEAM VIOLATIONS

114. Four accumulated fouls/violations by a team in one quarter shall result in two free throws/by the fouled player in the fifth.

115. Accumulated violations for each quarter/part must be displayed on the scoreboard to allow for visual control. Each quarter/half begins with no accumulated team fouls.

XXXXV. SPECIAL RULES FOR THE HIGHER CATEGORIES

116. Men aged 60 and over and women aged 50 and over play under special possession rules. Teams have 10 seconds to cross the center line, after which the 24-second possession period begins.

117. These categories can use smaller courts/halls.

118. Men aged 75 and over play without stopping the clock in the last two minutes of each quarter/half when taking penalty kicks and taking a timeout. No time is required to cross the center line. When it is intercepted, the 24-second possession period starts counting down.

XXXXVI. PROTOCOLS

119. Minutes are completed and issued by the Organizing Committee with the names and numbers provided by the team delegate 30 minutes before the start of the game/match. Players must be registered on the official team list.

120. Any administrative errors are the sole responsibility of the Organizing Committee and not of the participating teams.

XXXXVII. SIGNING OF THE PROTOCOLS

121. The team captain is the only one who can sign the minutes after the completion of the game/match.

XXXVIII. CHAMPIONSHIP DISCIPLINARY COMMITTEE

122. The Disciplinary Committee is appointed for each Championship. Consists of three (3) starters and one alternate, in accordance with the Championship/Tournament Ordinance.

XXXXIX. CONTESTATIONS

123. Submission and consideration of contestations is carried out in compliance with the requirements of the Official Competition Rules. When a team considers that the referee's decisions during the meeting were contrary to the basketball rules and seriously damaged the team, that team may file a contest after the end of the meeting, but before the record is signed by the senior referee.

124. While reserving the right to contest, the team captain is obliged, in the presence of the senior referee and the meeting commissioner, to sign in the space designated for this in the official competition protocol and to mark the exact time of his signature;

125. A receipt for a fee of BGN 50 paid to the representative on duty is attached to the contestation.

126. If the appeal is resolved positively, the paid fee will be refunded.

127. Contestations are considered by the Sports and Technical Commission.

128. In order for the contestation to be accepted:

128.1. The captain of the team who wants to submit a contestation declares his decision immediately after the meeting of the representative on duty or the senior referee, after which, but not later than 15 minutes after the last referee's signal, he signs the designated place in the protocol.

128.2. Within 20 minutes after the signing of the captain's signature, the team leader confirms in writing the team's desire to file a contestation and deposit a guarantee in the amount of BGN 50.

128.3. Within 40 minutes of the captain's signature, the team manager shall submit the objection in writing detailing all the reasons for the objection.

129. When a team finds that during the match an unregistered athlete played for the opposing team, that team can file a dispute with the Sports and Technical Commission. If such a contestation is upheld by the Commission, in addition to the return of the guarantee to the team, he wins the match ex officio.

133. For gross disciplinary actions and indecent behavior during a match, the Disciplinary Committee examines the offense and determines financial and other penalties for the offending team and/or competitor.

134. In the case of a third disqualifying violation of a competitor for indecent behavior or rough play, of a coach, assistant coach or team companion for indecent behavior within the championship, the guilty person is removed from participation until the end of the championship.

135. No fine shall be paid for a convicted disqualifying violation of a player due to two/2 unsportsmanlike violations (according to Art. 37.2.3 of the Official Basketball Rules).

136. For defiant, insulting and rude behavior, for systematic recurrent disciplinary actions, attempted self-harm with players, officials, official staff or spectators during or after the match, the culprit may be deprived of competitive rights for a certain number of matches by the Disciplinary Committee on the report of the senior judge or representative on duty.

137. If a team does not show up for a scheduled match and incurs an official loss, the non-showing team forfeits its entire deposit, which is used to cover the costs of the failed match. In order to continue their participation in the amateur championship, this team should make a new participation deposit within 3 working days. The participating team will be awarded an official victory and will not pay a fee for the match.

138. In the event of an official loss due to obstruction of the normal course of the match or refusal to play after an order from the senior referee, the guilty team forfeits its entire deposit. Based on the report of the representative on duty in its meeting and with the participation of a representative of the team, the Sports-Technical and Disciplinary Committees at the General Meeting decide whether this team should continue its participation in the amateur league.

139. In the event of a third official loss due to non-appearance of a team, the guilty team is removed from the championship and loses its entire deposit.

140. The representative on duty has the right to remove from the hall persons with indecent behavior at his discretion during any basketball game. The team leaders are obliged to assist him.

141. The representative on duty has the right to end the basketball match if he considers that there is a danger to the health of players, team members or referees.

142. Disqualified in one game/match is suspended until the next game/match. If a report has been sent to the Disciplinary Commission, they should implement its decisions.

XXXXXI. DOUBLE TECHNICAL Foul

143. A player penalized with a second technical foul is disqualified from the game/match.

XXXXXII. FINANCIAL CONDITIONS

144. In the championships, the teams participate entirely at their own expense. Organizers may incur expenses in order to reduce the costs of the teams, while retaining their rights to revenue from entrance tickets and advertising rights, outside of those owned by BF Basketball and the teams.

145. After the completion of the sports-competitive year, the sums not withheld for expenses and fines from the participation deposit are returned to the teams.

146. A TEAM, which has suspended its participation before the end of the championship due to refusal to participate in a meeting or removed from the composition of the participating teams, is deprived of the full amount of the deposited deposit in favor of the Organizers.

147. Each team pays a fee of BGN 200 per match, as the fee includes costs for servicing the match, as follows:

  • Rent a hall;
  • Organizer;
  • Court costs 2 persons;
  • Secretarial expenses 2 persons;
  • Expenses for statistics 1 person;
  • Expenses for a medical person;
  • Other/organizational

During the course of the championship, additional expenses may arise, which will be paid by the participating teams only after discussion with the representatives of the teams and their approval.
